misos_marked covered pretty much everything BUT, the Doctor regenerating into someone as young as Tennent is unusual in his personal history - although the Master pulled off what might be the biggest jump when he went from Nice!Professor to Evil!Master.
And I'd also add that yes, the Time Lords were frequently pompous jerks. The Tardis was stolen from a repair shop (which is why it's stuck as a police box, the chameleon circuit is fried) and the Doctor was basically on the lamb from them for large chunks of the original series.
