This site has just about all Doctor Who/Time Lord/Gallifrey info compiled (culled from TV, books, audio--the works). It doesn't summarize episodes, so it shouldn't be particularly spoilery. It just gives the canon facts, all color coded according to source. (Some sources are arguably more "canon" than others.)
Half the canon info contradicts the other half. (Looms? Granddaughter?) So when in doubt, or when unhappy with the "canon", make stuff up.
One of my favorite Doctor Who fandom quotes: "Everything is canon; nothing is canon."
